In this role, he works closely with leadership to support thoughtful budgeting, strengthen financial health, and streamline operations with the goal of ensuring high‑quality care for the individuals the organization serves.

Jake’s relationship with J and J Holmes goes back to childhood. He grew up around the homes, spent summers mowing lawns, and eventually worked inside the homes, gaining hands‑on experience supporting consumers and assisting with daily living needs. Josh Westphal

Owner & Clinical Director

As Clinical Director, Josh oversees clinical programming, quality improvement initiatives, and therapeutic strategies across all residential locations, ensuring the highest standards of trauma-informed, and person-centered, care is provided to our residents.

Josh got his start in this field with J and J Holmes back in 2001, where he, along with his brothers, were tasked with the all-important task of lawn and yard maintenance. Over the years, Josh has stepped into a variety of different roles including being a Direct Support Professional, a full-time staff on our crisis team, and our CPR/First Aid instructor. During this time frame, Josh took a brief detour in 2008 as he enlisted in the Army National Guard as a 68W Healthcare Specialist, more commonly known as a Combat Medic. He was deployed in support of Operation New Dawn from 2011-2012, upon returning from his deployment he attended Bemidji State University, obtaining his BS in Psychology in 2014. Josh left J and J Holmes at this time to pursue different opportunities in the mental health field, including managing in-home programming for children (CTSS), starting an adult mental health program (ARMHS), managing children’s residential treatment (Rule 2960), and doing observations and interviews for the National Core Indicators(NCI)project in Minnesota. From 2017 until he returned to J and J Holmes in 2025, Josh worked as a consultant for the MN Department of Human Services Community Support Service where he consulted with private group home agencies, schools, hospital, families, and other teams that support individuals with intellectual and developmental disabilities whose interfering behavior was challenging to the organic support network. While working there, Josh concurrently attended graduate school at St. Cloud State University, obtaining his MS in Applied Behavior Analysis in 2021, with his Board Certified Behavior Analyst (BCBA) credential being obtained shortly after. Legislation was passed in 2024 for BCBA’s to become a licensed professional in Minnesota starting in 2025, and Josh was quick to apply, becoming the 8thLicensed Behavior Analyst (LBA) in the state.

Outside of his direct work at J and J Holmes, Josh enjoys staying involved in the ABA community by serving on board for the Minnesota Northland Association for Behavior Analysis(MNABA). He also enjoys making ABA clinical content accessible to all and has presented on a variety of topics at both local and national conferences. If you find Josh in the office or at one of our houses, he enjoys talking recruitment and retention, staff training, challenging behavior, and soap boxing on the virtues of graphing data in Excel over Word, all while making the occasional bad (or great, depending on one’s perspective) dad joke.
